Shiva is a powerful Fable who appears in The Unwritten #50 — "The Unwritten Fables, Part 1: The Summoning." which takes place in an alternate universe where Mister Dark was never defeated. He is one of the Great Powers who appears before Mr. Dark in his castle, in a futile attempt to persuade him not to claim their territories for his own, with Shiva standing for his pantheon.
History
Shiva lives in an alternate universe where Mister Dark was never defeated, and is one of the Great Powers who appears before Mr. Dark in his castle, in a futile attempt to persuade him not to claim their territories for his own, with Shiva representing his pantheon. Kay introduces all the guests to Mister Dark, who asks that he limit his introductions to names only, omitting any titles. Kondili is introduced alongside Pallas Athena and Kondili, with Kay stating that they stand for their several pantheons. The other Great Powers attending are Lord Rowan of the tree-kings; Sequana, the envoy plenipotentiary of the rivers; Hope, representing the virtues; Yaponcha, speaking for the winds; Britannia, appearing for the nations; and Air, foremost of the elements.[1]
Dark graciously extends a welcome to them, acknowledging both their individual presences and the authority they embody. He then instructs them to articulate their purpose. Hope speaks on behalf of the group, expressing their desire for clarity regarding his future plans, as they are concerned about the extent of his swift expansion and fear that he may not be satisfied with his current holdings, potentially encroaching upon their lands. However, Mr. Dark asserts that his step-children, the offspring of his consort, Snow White, whom she characterizes as lively and spirited, require the freedom to wander where they will. He disregards their delegation and orders everyone to depart, with the exception of Hope. Shiva and the other Great Powers find themselves obligated to depart, thus leaving Hope at the mercy of Mister Dark.[1]

He is based on Shiva, on of the main deities of Hinduism. Shiva is usually depicted with a serpent around his neck;[2] much like his comic counterpart.
